Pebble Time Steel (basalt) support: Added full 144×168 basalt build with platform-conditional layouts, and scaled resources. Tested on QEMU emulator and worked perfectly. Basalt does not work properly on cloudpebble emulator.
Fixed when wind icons appear (only 31 mph and above). Also fixed spacing to make temperature more readable.
